The FTP server expects this FTP data connection to come from the same IP address as the FTP control channel. The connection is actively refused by the server. The firewall monitor suggested that the connection was setup in passive mode however I've been told that MS FTP.exe doesn't support passive mode. It would only send 288kb before giving that error and always sent to the exact same line. check over here

Microsoft is currently the only known FTP server that encounters this timing issue that results in the 426 message.
